Desiring to enhance the existing friendly relations between their two countries, and to strengthen the historical ties between their citizens,
Desiring to promote and support cooperation between both Countries in Economic, Education, Scientific, Technical, Cultural, Information, Tourism, Youth, and Sports fields,
Recognizing the benefits that may derive from strengthening this cooperation, within the framework of the respective legislation in force in the two countries and in full conformity with their obligations arising from their international obligations,
Have agreed as follows:
Article 1
The Contracting Parties shall encourage bilateral economic cooperation between the two countries and citizens. This cooperation shall include but not limited to the following:
a) Cooperation in all economic fields shall particularly include industrial, petroleum, mineral, petrochemical, agriculture, livestock, tourism and health projects;
b) Encourage exchange of knowledge and technical expertise required for specific co-operation programs.
Article 2
The Contracting Parties shall do their utmost to encourage, energize and diversify their trade relations within the confines of the multilateral trading system.
Article 3
3. The Contracting Parties shall encourage the exchange of visits among their representatives and their economic and technical delegations from public and private sectors.
4. The Contracting Parties shall encourage the participation in commercial exhibitions held in both countries and shall provide the necessary facilities to that end
Article 4
The Contracting Parties shall promote the following:
a) Encourage educational, scientific research, scientific and technical cooperation through exchange of information in areas of mutual interest, exchange information related to the scientific research and technology, exchange visits of official representatives and researchers, experts and technicians, through training researchers and technical assistants and participation in scientific symposia and conferences of mutual interest;
b) Encourage cooperation in the field of energy, including electricity, through exchange of information in electricity supply, training programs specialized in the field of electricity and distinguished expertise and experts, cooperation in electricity technical staff training and special training, cooperation in the field of conservation, awareness and energy electricity consumption, cooperation in the line of researches and studies which can be applied in the electricity sector;
c) Encourage cooperation in the field of water, including contaminated water treatments, wastewater treatments, water hydrologic and application changes;
d) Encourage youth and sports cooperation by coordinating their positions in the international forums, exchange of programs among sports and youth associations and unions, as well as exchange visits and expertise among those responsible for youth and sports affairs;
e) Encourage cooperation in the field of culture and media i.e. radio, television and publications, through the exchange of visits and expertise between public and private cultural and media organizations in the fields of programs and technology; and exchanging media materials, and participating in related events;
f) Encouragement and development of tourism between both countries, through exchange of tourism information, and encouraging individual and group tourism from their citizens;
g) Encourage mutually beneficial cooperation in the field of transport, with a view to developing all modes of transport on the basis of reciprocity.
Article 5
The Contracting Parties agree to use the mutually transmitted information only for the purposes such information were designated for, and cannot transmit any of this information to a third party without a written consent from the other Contracting Party.
Article 6
The Contracting Parties shall encourage the conclusion of Joint Executive Cooperation Programs in any field covered by this Agreement, as well as the conclusion of separate agreements in specific fields of mutual interest, when necessary.
Article 7
The Contracting Parties may form a Joint Commission to follow up the implementation of this Agreement, if necessary.
Article 8
This Agreement does not affect rights and obligations of the Contracting Parties arising from other international agreements to which they are a party. This Agreement shall apply without prejudice to the obligations arising from the membership of the Republic of Slovenia in the European Union.
Article 9
This agreement may be amended by an agreement of the two Contracting Parties in writing, and such amendments shall enter into force on the date of receipt of the last mutual notifications of the two Contracting Parties through diplomatic channels confirming the completion of the necessary internal regulatory procedures necessary for the entry into force of such amendments.
Article 10
Any dispute arising out of the interpretation or implementation of this Agreement shall be settled through mutual consultations between the Contracting Parties.
Article 11
1. This Agreement shall enter into force on the date of the receipt of the last written notification through diplomatic channels, by which the Contracting Parties inform each other of the completion of their respective internal procedures required for the entry into force of this Agreement.
2. The duration of this Agreement is five years starting from the date of its entry into force. The Agreement is renewed automatically for a period or consecutive period, each of which is one year, unless one Contracting Party informs the other, in writing, of its desire to terminate the Agreement at least six months prior to its expiration date.
3. The termination of this Agreement shall not affect the validity or duration of any cooperative activities under this Agreement and not yet completed at the time of its termination.
This Agreement was signed in the city of Ljubljana on Friday February 6, 2026, corresponding to 18 Sha'ban 1447H, in two original copies, in the Slovenian, Arabic and English languages, all three texts being equally authentic. In case of divergence in interpretation, the English version shall prevail.
