Uredba o ratifikaciji sporazuma o vzpostavitvi diplomatskih odnosov med Republiko Slovenijo in Združenimi državami Amerike

Dear Mr. President:

Over the past several month, including in meetings between our officials in April, our governments have carried on an extensive and constructive dialogue concerning issues critical to the interests of both the United States and Slovenia, as well as the entire world.

We have welcomed your government's commitments in the following areas: (1) the readiness of Slovenia to adhere to CSCE principles and to implement the commitments undertaken by all CSCE signatories, including the Vienna Document 1992; (II) the commitment of Slovenia to respect the independence, territorial integrity, and borders of other former SFRY republics, (III) the readiness of Slovenia to implement the commitments it has made to the EC Conference Arbitration Commission, and to continue negotiations toward agreement on issues of State succession at the EC Conference; (IV) the readiness of Slovenia to fulfill the treaty and other obligations of the former SFRY, including the assumption of appropriate responsibility for the former SFRY's international financial obligations, including its foreign debt; (V) the commitment of Slovenia to implement responsible security policies, including (A) adhering to the Non-Proliferation Treaty as a non-nuclear state and agreeing to full-scope IAEA safeguards, (B) adherence to other international agreements relating to weapons of mass destruction, including the Biological Weapons Convention, (C) putting into place stringent export controls to prevent proliferation of weapons of mass destruction and other destabilizing military technologies, and (D) addressing Slovenia's legitimate defense needs in a responsible manner consistent with the trend in Europe toward smaller and more defensive forces, and with the need to avoid diverting resources from economic recovery; and (VI) the commitment of Slovenia to the establishment of a free market economy and to cooperative trade and economic relations with other successor states to the former SFRY.

We have also taken careful note of the commitments you have made in the contaxt of your dialogue with the European Community and the EC Conference Arbitration Commission, with regard to the democratic values and specific obligations embodied in all CSCE agreements, including the Helsinki Final Act and the Charter of Paris, and with regard to an eventual political settlement of the Yugoslav crisis at the CSCE-mandated EC peace conference. We have also welcomed your determination to move toward the creation of a market economy in Slovenia.

On the basis of these commitments, I am pleased to propose that our two countries conduct full diplomatic relations with permanent missions. It is my intention to name an Ambassador to Slovenia in the near future and I invite you- to indicate your plans with respect to an ambassador in the United States. I look forward to your response agreeing to these arrangements and to the continued development of cordial and productive relations between Slovenia and the United States of America.

Dear Mr. President,

I appreciate your letter of August 10, 1992. I welcome your proposal to establish the diplomatic relations between the Republic of Slovenia and the United States of America as well as open the respective diplomatic missions.

I share your belief that the establishment of diplomatic relations will contribute to the enhancement of the relations between the Republic of Slovenia and the United States of America and give a new meaning to the dialogue that we have so fruitfully developed. This will no doubt be to the benefit of the peoples of the Republic of Slovenia and the United States of America.

I am glad to be able to inform you that it is our intention to appoint an Ambassador of the Republic of Slovenia in Washington, DC shortly.
