Razglašam Zakon o ratifikaciji Sporazuma med Vlado Republike Slovenije in Svetom ministrov Bosne in Hercegovine o sodelovanju v kulturi, izobraževanju in znanosti (BBHKIZ), ki ga je sprejel Državni zbor Republike Slovenije na seji 19. julija 2000.

O RATIFIKACIJI SPORAZUMA MED VLADO REPUBLIKE SLOVENIJE IN SVETOM MINISTROV BOSNE     IN HERCEGOVINE O SODELOVANJU V KULTURI, IZOBRAŽEVANJU IN ZNANOSTI (BBHKIZ)

1. člen

Ratificira se Sporazum med Vlado Republike Slovenije in Svetom ministrov Bosne in Hercegovine o sodelovanju v kulturi, izobraževanju in znanosti, podpisan 19. oktobra 1999 v Ljubljani.

2. člen

Sporazum se v izvirniku v angleškem jeziku in v prevodu v slovenskem jeziku glasi:
A G R E E M E N T    
BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA AND THE COUNCIL OF MINISTERS OF BOSNIA AND HERZEGOVINA ON COOPERATION IN THE FIELDS OF CULTURE, EDUCATION AND SCIENCE

The Government of the Republic of Slovenia and the Council of Ministers of Bosnia and Herzegovina (hereinafter referred to as “the Parties“),
    desirous of encouraging cooperation in the fields of culture, education and science,
    convinced that such cooperation will contribute to better understanding and enhancement of relations between the two countries at different levels,
    resolved to respect the principles of the Helsinki Final Act of the Conference on Security and Cooperation in Europe,
    have decided to sign this Agreement on Cooperation in the Fields of Culture, Education and Science (hereinafter referred to as “the Agreement“),
    and agreed as follows:

Article 1

The Parties shall endeavour to acquire better knowledge of the culture of the other side and shall support cultural contacts and joint events in all forms.

Article 2

The Parties shall support direct cooperation between universities and institutions of higher education and encourage mutual exchange of students, teachers, scientists and researchers.

Article 3

Scientific and technological cooperation between the two countries shall be conducted in accordance with the Agreement on Scientific and Technological Cooperation between the Government of the Republic of Slovenia and the Government of Bosnia and Herzegovina, signed on 28 September 1995 in Ljubljana.

Article 4

The Parties shall, on the basis of reciprocal interest, encourage the learning of the language, literature and history of the other country and shall, to this end, support the participation of teachers and students in summer language schools.

Article 5

The Parties will examine the possibility of the re-establishment of lectorates.

Article 6

The Parties will, through their competent institutions, exchange information and documentation to deal with issues concerning the recognition of certificates and degrees.

Article 7

The Parties will provide organisational and financial support to supplementary lessons of mother tongue and culture for the children and youth of Slovene nationality in Bosnia and Herzegovina as well as for the children and youth from Bosnia and Herzegovina in Slovenia.

Article 8

The Parties shall support respect for the valid conventions on the protection of copy rights and the popularisation of cultural values of the other Party.

Article 9

The Parties shall agree to exchange books and publications concerning culture, arts and history.
    The Parties shall encourage the development and cooperation in the fields of music, theatre and shall support reciprocal exchange of soloists, groups of artists and performances.
    The Parties shall encourage cooperation in the field of fine arts and the exchange of art and other cultural exhibitions and shall assist in taking relevant measures to this end.
    The Parties shall encourage cooperation and mutual exchange of information between national radio and television companies and other public audio and visual media.
    Each Party shall encourage direct cooperation in cinematography.

Article 10

The Parties shall develop mutual cooperation in the fields of culture, education and science and shall, to this end, promote direct cooperation between governmental and non-governmental institutions of the two countries in these fields.

Article 11

The Parties shall encourage and facilitate cooperation in the fields of cultural heritage protection, museums and libraries and shall exchange information on the export of and illicit trade in the works of art.

Article 12

The Parties shall encourage and facilitate cooperation and exchanges between youth organisations of the two countries.

Article 13

The Parties shall support direct cooperation in the field of sport and physical education.

Article 14

The Parties shall support mutual cooperation in international organisations.

Article 15

The Parties shall, in case of mutual interest, prepare executive programmes for the implementation of this Agreement and upon consultations decide on financial arrangements. In accordance with this Agreement, the competent organisations of the two countries can prepare special executive programmes and agreements in respective fields.

Article 16

This Agreement shall enter into force on the day on which both Parties have notified each other of the fulfilment of their internal legal conditions necessary for the entry into force of this Agreement.
    This Agreement shall be concluded for a period of five years. Following the expiration of this period, the Agreement shall be automatically extended for another five-year period until one of the Parties gives notice of termination in writing through diplomatic channels at least six months prior to the expiration of the relevant period of validity.
    In case of termination of this Agreement, any exchange programme, event or project carried out on its basis and not completed, remains in force for the agreed period.

S P O R A Z U M    
MED VLADO REPUBLIKE SLOVENIJE IN SVETOM MINISTROV BOSNE IN HERCEGOVINE O SODELOVANJU V KULTURI, IZOBRAŽEVANJU IN ZNANOSTI
Vlada Republike Slovenije in Svet ministrov Bosne in Hercegovine (v nadaljevanju pogodbenici) sta se
v želji, da bi spodbudili sodelovanje v kulturi, izobraževanju in znanosti,
v prepričanju, da bo takšno sodelovanje pripomoglo k boljšemu razumevanju in poglobitvi odnosov med državama na različnih ravneh,
odločeni spoštovati načela Helsinške sklepne listine Konference o varnosti in sodelovanju v Evropi.
odločili, da podpišeta ta Sporazum o sodelovanju v kulturi, izobraževanju in znanosti (v nadaljevanju sporazum),
in se dogovorili:

1. člen

Pogodbenici si prizadevata bolje spoznati kulturo druge strani in podpirata stike v kulturi in skupne prireditve v vseh oblikah.
