The Government of the Republic of Slovenia and the Government of the Arab Republic of Egypt (hereinafter: “the Contracting Parties”);
Desiring to develop co-operation between the two countries in the fields of education, culture and science;
Convinced that such co-operation will contribute to better mutual understanding and enhancement of relationship at different levels;
Have agreed as follows:
Article l
The Contracting Parties shall develop mutual co-operation and contacts in the fields of education, culture and science and, to this end, support direct co-operation and contacts between universities, other educational, scientific, research and cultural institutions and organizations.
They shall also support the exchange of university teachers, scientists, students, experts and artists.
Article 2
The Contracting Parties shall, within the scope of their means, grant scholarships for studies and specialized training.
Article 3
The Contracting Parties shall support teaching and studying the language of the other Party.
Article 4
The Contracting Parties shall examine the possibilities of reciprocal recognition of certificates, university degrees and academic titles.
Article 5
The Contracting Parties shall promote mutual aquiring of better knowledge of the other Party’s culture by stimulating direct cooperation in all fields of culture, especially through:
– translating and publishing of literary works by the authors of the other Party;
– art exhibitions;
– exchange of artists and artistic groups;
– participation of representatives in festivals, competitions, reviews, conferences and international meetings of cultural character organized by the other Party.
Article 6
The Contracting Parties shall facilitate the exchange of information about measures to protect the natural and cultural heritage.
Article 7
The Contracting Parties shall support direct co-operation between their press agencies, TV and Radio organizations.
Article 8
The Contracting Parties shall encourage co-operation between their respective authorities in order to ensure the mutual protection of copyright and other author’s rights in compliance with their legislation.
Article 9
The co-operation in the fields of science, research and technology will be agreed separately.
Article 10
The Contracting Parties shall encourage contacts between the young and their organizations in the countries of either Contracting Party.
Article 11
The Contracting Parties shall encourage co-operation between sport organizations and participation in sport events in each other’s country.
Article 12
The Contracting Parties shall promote the extension and diversification of touristic exchanges.
Article 13
Representatives of the Contracting Parties shall, whenever necessary or at the request of the other Party, meet as Joint Committee to review developments related to this Agreement.
Article 14
With the aim of implementation of this Agreement, the Contracting Parties may work out periodic executive programmes detailing specific undertakings as well as their organizational and financial conditions.
Article 15
This Agreement shall enter into force on the day of the exchange of notification of its approval by the competent bodies of both countries.
This Agreement shall remain in force for the period of five years. It shall thereafter be automatically renewed for successive five-year periods unless denounced in writing through diplomatic channels six months prior to the expiry of each five-year period.
Done at Cairo on 3. 3. 1996 in two originals in the Slovene, Arabic and English languages, all texts being equally authentic.
In case of difference in interpretation, the English text shall prevail.
