Zakon o ratifikaciji Sporazuma med Vlado Republike Slovenije in Vlado Republike Bolgarije o sodelovanju v izobraževanju, kulturi in znanosti (BBGIKZ)

Sporazum se v izvirniku v slovenskem in angleškem jeziku glasi:
S P O R A Z U M <BR>MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE BOLGARIJE O SODELOVANJU V IZOBRAŽEVANJU, KULTURI IN ZNANOSTI
Vlada Republike Slovenije in Vlada Republike Bolgarije (v nadaljevanju pogodbenici),
sta se v želji, da bi razvijali sodelovanje med državama v izobraževanju, kulturi in znanosti,
v prepričanju, da bo tako sodelovanje prispevalo k boljšemu medsebojnemu razumevanju in krepitvi odnosov na različnih ravneh,
odločeni, da spoštujeta načela Helsinške sklepne listine Konference o varnosti in sodelovanju v Evropi ter Pariške listine o novi Evropi, sprejete 21. novembra 1990,
dogovorili o naslednjem:
Pogodbenici bosta podpirali medsebojno sodelovanje v izobraževanju, kulturi in znanosti z izmenjavo izkušenj, informacij in dokumentacije, ki so obsojestransko koristne za razvoj obeh držav.
Pogodbenici bosta še posebej podpirali in spodbujali:
– sodelovanje med pristojnimi znanstvenimi in znanstvenoraziskovalnimi ustanovami, med šolskimi in kulturnimi ustanovami ter med poklicnimi združenji posameznikov s področja kulture, izobraževanja in znanosti;
– medsebojno izmenjavo predavateljev in strokovnjakov, kakor tudi izmenjavo informacij, dokumentacije in publikacij s teh področij;
– izmenjavo in objavljanje književnih, znanstvenih ter umetniških del in publikacij;
– organiziranje koncertov, gledaliških predstav, umetniških in fotografskih razstav ter drugih prireditev za predstavitev umetnosti in kulture druge pogodbenice;
– izmenjavo filmov, glasbenih posnetkov, radijskih in televizijskih programov kulturnega značaja, ki so v obojestranskem interesu;
– neposredne stike in izmenjavo posameznikov s področja kulture, izobraževanja in znanosti.
Pogodbenici bosta podeljevali štipendije za študij, strokovno usposabljanje in znanstvenoraziskovalno delo študentom, strokovnjakom, znanstvenikom ter umetnikom druge pogodbenice.
Pogodbenici bosta podpirali poučevanje in razvoj znanstvenih raziskav o slovenskem in bolgarskem jeziku in književnosti, da bi spodbujali študij jezika in književnosti druge pogodbenice.
Pogodbenici bosta spodbujali medsebojno izmenjavo znanstvenikov in strokovnjakov za opravljanje temeljnega in specializiranega znanstvenoraziskovalnega dela, ki je v obojestranskem interesu, ter izmenjavo študentov, umetnikov in strokovnjakov s področja izobraževanja, kulture in znanosti.
Pogodbenici bosta spodbujali sodelovanje na področju ohranjanja naravne in kulturne dediščine.
Pogodbenici bosta v skladu s svojo zakonodajo znanstvenikom druge pogodbenice dovolili dostop do arhivov, knjižničnih in muzejskih fondov za znanstvenoraziskovalno delo, kot tudi možnost razmnoževanja, snemanja ali mikrofilmanja dokumentov in gradiva ter izmenjavo informacij o kulturnozgodovinski dediščini in arhivistiki.
Pogodbenici bosta podpirali aktivno sodelovanje v okviru UNESCO in drugih mednarodnih organizacij za izobraževanje, kulturo in znanost.
Pogodbenici se bosta medsebojno obveščali in omogočali udeležbo predstavnikov druge strani na mednarodnih festivalih, natečajih, znanstvenih in kulturnih prireditvah, organiziranih v njunih državah.
Pogodbenici bosta spodbujali razvoj sodelovanja v športu s podpiranjem neposrednih stikov in izmenjavo športnih skupin in športnikov.
Pogodbenici bosta spodbujali stike med mladimi in njihovimi organizacijami v obeh državah.
Pogodbenici bosta spodbujali širjenje in raznovrstnost turistične izmenjave.
Pogodbenici bosta v skladu z zakoni in predpisi, ki veljajo na njunih ozemljih, zagotavljali nasprotni strani vse olajšave za vstop, bivanje in odhod oseb in za uvoz materiala in opreme, potrebne za izvajanje programov, podpisanih v skladu s tem sporazumom.
Pogodbenici bosta za izvajanje tega sporazuma sprejemali periodične programe, v katerih bosta podrobno opredelili konkretne finančne in druge pogoje izmenjave.
Ta sporazum prične veljati z dnem, ko pristojna organa obeh držav izmenjata obvestili o njegovi odobritvi.
Ta sporazum se sklene za pet let. Veljavnost sporazuma se samodejno podaljšuje za nadaljnja petletna obdobja, razen če ga ena od pogodbenic pisno ne odpove po diplomatski poti šest mesecev pred iztekom takega petletnega obdobja.
V primeru prenehanja veljavnosti tega sporazuma v skladu z določili tega člena ostanejo vsi programi izmenjave ali projekti, ki so se pričeli na podlagi tega sporazuma in se še izvajajo, veljavni, dokler niso končani.
Sestavljeno v Ljubljani dne 21. 3. 1994 v dveh izvirnikih v slovenskem, bolgarskem in angleškem jeziku, pri čemer so vsa besedila enako verodostojna.
Ob različni razlagi je odločilno angleško besedilo.

A G R E E M E N T <BR>BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA AND THE GOVERNMENT OF THE REPUBLIC OF BULGARIA ON CO-OPERATION IN THE FIELDS OF EDUCATION, CULTURE AND SCIENCE

he Government of the Republic of Slovenia and the Government of the Republic of Bulgaria (hereinafter referred to as “the Contracting Parties”),
    Desiring to develop co-operation between the two countries in the fields of education, culture and science,
    Convinced that it will contribute to better mutual understanding and enhancement of relationship at different levels,
    Resolved to respect the principles of the Helsinki Final Act of the Conference on Security and Co-operation in Europe and of the Paris Charter on New Europe, adopted on 21 November, 1990,
    Have agreed as follows:

Article 1

The Contracting Parties shall support mutual co-operation in the fields of education, culture and science by the exchange of experience, information and documentation which are of mutual interest for the development of both countries.

Article 2

The Contracting Parties shall support and encourage in particular:
    – co-operation between the competent scientific and scientific-research institutions, educational and cultural institutions, and cooperation between professional associations of persons working in the fields of culture, education and science;
    – mutual exchange of lecturers and experts, as well as the exchange of information, documentation and publications in those fields;
    – exchange and publishing of literary, scientific and artistic works and publications;
    – organising of concerts, theater performances, art and photo exhibitions, and other events in order to promote arts and culture of the other Party;
    – exchange of films, musical recordings, radio and television programmes of cultural character and of mutual interest;
    – direct contacts and exchange of persons working in the fields of culture, education and science.

Article 3

The Contracting Parties shall grant scholarships for studies, specialised training and scientific-research work for students, experts, scientists and artists of the other Contracting Party.

Article 4

The Contracting Parties shall support teaching and development of scientific research in the field of the Slovene and Bulgarian languages and literature in order to promote the studying of the other Party’s language and literature.

Article 5

The Contracting Parties shall encourage mutual exchange of scientists and experts to conduct basic and specialised scientific-research work of mutual interest, and the exchange of students, artists and specialists in the field of education, culture and science.

Article 6

The Contracting Parties shall stimulate co-operation in the field of natural and cultural heritage.

Article 7

The Contracting Parties shall allow, in accordance with their legislation, access of the scientists of the other Party to the archives, library and museum funds for scientific-research work as well as the possibilities to copy, record and microfilm documents and materials and to exchange information in the fields of cultural and historical heritage as well as archives activities.

Article 8

The Contracting Parties shall promote active co-operation within UNESCO and other international organisations in the fields of education, culture and science.

Article 9

The Contracting Parties shall inform each other and shall facilitate the participation of representatives of the other Party in international festivals, competitions, scientific and cultural events organised in their countries.

Article 10

The Contracting Parties shall encourage the development of co-operation in sports by supporting direct contacts and exchange of sports teams and sportsmen.

Article 11

The Contracting Parties shall encourage contacts between the young and youth organisations of both countries.

Article 12

The Contracting Parties shall promote the expansion and diversification of tourist exchange.

Article 13

The Contracting Parties shall grant each other, within the terms of the laws and regulations in force on their territory, every reasonable facility for the entry, stay and departure of persons, and for the importation of the material and equipment necessary for the implementation of the programmes, signed in accordance with this Agreement.

Article 14

For the implementation of this Agreement the Contracting Parties shall adopt periodical programmes defining the concrete financial and other conditions of exchange.

Article 15

This Agreement shall enter into force on the day of the exchange of notifications of its approval by the competent bodies of both countries.
    This Agreement shall remain in force for a period of five years. It shall thereafter be automatically renewed for a successive period of five years unless denounced in writing through diplomatic channels by either Contracting Party six months prior to the expiry of any one period
    In case of termination of the present Agreement, in accordance with the provisions of this Article, any programme of exchange or project, initiated on the basis of this Agreement, and still in progress, will remain in force until its completion.
    Done at Ljubljana on 21. 3. 1994 in two original copies in the Slovene, Bulgarian and English languages, all texts being equally authentic.
    In case of differences of interpretation the English text shall be authoritative.
