With a view to facilitating scientific and technological co-operation, the Joint Commission shall adopt an Executive Programme which shall be a part of the final report of the Joint Commission. These Executive Programmes shall set out:
a)
fields of co-operation;
b)
specific projects;
c)
institutions responsible for the realisation and implementation of joint projects, hereinafter referred to as “co-operating partners”, in particular: governmental agencies, scientific entities, research and development entities, scientific associations and other organisational units including private and public companies. Definition of “co-operating partners”, shall be defined by the Joint Commission, in compliance with legislation of each Contracting Party;
d)
ways of use of joint research and development projects results;
e)
financial resources and conditions. As far as the Spanish side is concerned this shall be dealt with in accordance with the provision of Section 2 of Article 2 of the present Agreement
f)
rules and procedures guiding the execution of the joint projects.
