The Government of the Republic of Slovenia and the Government of the Slovak Republic (hereinafter: the Contracting Parties)
– with the aim of developing a cooperation in veterinary medicine
– with special emphasis on prevention and control of infectious diseases of animals as well as prevention of their spread
have agreed:
Article 1
The Contracting Parties pledge to cooperate in export, import and transit of live animals, goods of animal origin as well as the objects which may carry the germs of animal infections in interest of preventing the spread of communicable diseases of animals and/or products of animal origin harmful to the health on the territories of their states.
Article 2
Competent Veterinary Authorities of the States of the Contracting Parties shall elaborate the necessary agreements on the conditions of export, import and transit of animals, products of animal origin and items, subject to veterinary control.
Article 3
1) The Competent Veterinary Authorities of the States of the Contracting Parties pledge that
a) they shall inform each other immediately about any outbreaks of a disease on their territory listed in the List A of the Office International des Épizooties (O. I. E.) Disease Code as well as the diseases which have never occured on the territory of the Republic of Slovenia and the Slovak Republic, or have been absent for a period of many years,
b) such information shall contain data on species and number of affected animals, geographical location of the outbreak, method of diagnosis, the measures adopted to control an outbreak and in the case of foot-and-mouth disease, also the type of the isolated virus,
c) they shall inform each other by submitting reports until an outbreak is brought under control,
d) on request the Contracting Parties shall inform each other about the diseases listed in the List B of the O. I. E. Disease Code.
2) If a disease mentioned in the paragraph 1 (a) of the present Article occurs on the territory of one of the Contracting Parties, they shall help each other with diagnosis of the disease and on request provide the isolated agent.
3) Competent Veterinary Authorities of the States of the Contracting Parties shall regulary exchange monthly information on animal diseases notifiable in both States.
4) Competent Veterinary Authorities of the States of the Contracting Parties shall mutualy exchange certificates with conditions for import of live animals, products of animal origin and animal feed; they shall inform each other about their changes and ammendments. The veterinary certificates will be issued in the language of the exporting country and in English.
Article 4
In interest of animal health protection the competent authorities of the Contracting Parties shall inform each other about the use of veterinary knowledge in the field with the objective of preventing the occurrence of infectious, parasitic and other animal diseases.
Article 5
The Contracting Parties shall cooperate in the field of veterinary research and veterinary medicine by
a) exchanging knowledge and experience in gradual and post-gradual education,
b) cooperation among veterinary diagnostic laboratories and research institutes,
c) study-stay of specialists and research workers,
d) exchange of professional periodicals and other veterinary publications,
e) reciprocal information about the organization of veterinary services in both States and publishing of regulations and instructions concerning the veterinary services,
f) creating favourable conditions and stimulation of trade in drugs, vaccines, diagnostic preparations and sanitary materials manufactured in both States, including the establishment of joint venture commercial and production enterprises in this field.
Article 6
Competent Veterinary Authorities of the Contracting Parties shall once a year evaluate the fulfilment of principles contained in this Agreement; the sessions shall take place alternatively on the territories of the Contracting Parties.
Article 7
1) Exchange of information, professional periodicals and publications between the veterinary authorities of the Contracting Parties shall be free of charge.
2) In case of an exchange of specialists, the out-sending Contracting Party shall provide for their travelling, board and lodging expenses. The recipient Contracting Party shall cover other necessary expenses.
Article 8
In case of need the Chief Veterinary Officers of the Competent Veterinary Authorities of the Contracting Parties may iniciate contacts and exchange of necessary information as well as organize meetings and consultations.
The questions at issue, which may arise between the Contracting Parties in connection with the fulfilment of this Agreement shall be solved through discussions between competent veterinary authorities, which can adopt the necessary measures.
Article 9
The Agreement between the Government of the Federative People’s Republic of Yugoslavia and the Government of the Czechoslovak Republic on Cooperation in the Field of Veterinary Medicine signed on 21 June 1957 in Prague, shall become null and void in mutual relations between the Republic of Slovenia and the Slovak Republic on the date of coming into force of this Agreement.
Article 10
1) This Agreement is subject to approval in accordance with the national legislation of the Contracting Parties and will enter into force on the 30th day after the date of exchange of diplomatic notes on its approval.
2) This Agreement is concluded for five years and it will be automatically prolonged for the following five-year periods, unless either of the Contracting Parties notifies in writing to the other Contracting Party its intention to terminate it, within six months prior to the expiration of the Agreement, at the latest.
Done at Radenci on 25 August 1995 in two original copies in the Slovene, Slovak, and English languages, all texts being equally authentic. In the case of a dispute the English text shall prevail.
