The Ministry of Science and Technology of the Republic of Slovenia and the Ministry of Science and Technology Policy of the Russian Federation (hereinafter referred to as the Contracting Parties)
Recognizing the advantages to be derived from the increased scientific and technological cooperation, as well as of its importance for the development of national economies and prosperity of both countries, convinced that international cooperation in science and technology will strengthen the bonds of friendship and understanding between the two countries,
have agreed as follows:
Article 1
The Contracting Parties shall support scientific and technological cooperation between cooperating organizations on the basis of the principles of equality, sovereignty and to the benefit of both countries.
Article 2
Cooperation under this Agreement shall be subject to the applicable national laws and regulations of both countries.
Article 3
According to this agreement, scientific and technological cooperation shall be promoted through:
– Scientific and technological research in areas jointly agreed upon;
– Exchange of scientists and specialists;
– Exchange of science and technology information and documentation;
– Exchange or temporary usage of equipment, instruments or materials necessary for the implementation of this Agreement;
– Joint scientific conferences, symposia and seminars;
– Other forms of scientific and technological cooperation which can mutually be agreed upon by the two Contracting Parties.
Article 4
Contracting Parties shall encourage and support to the maximum possible extent, the development of cooperative efforts, direct contracts and exchange of technologies between Slovene and Russian scientific and technological institutes, scientific societies, universities and other organizations.
Cooperating organizations under this Agreement shall conclude contracts, agreements or memoranda of cooperation, which shall define topics, procedures, financing and other aspects of cooperation.
Article 5
Contracting Parties shall encourage and support participation in cooperation in the international scientific, technological and development programs and projects.
Article 6
Contracting Parties shall guarantee according to the national law and regulations of both countries and international arrangements, that the Contracting Parties are members of an adequate and efficient protection and sharing of rights of intellectual property resulting from cooperation under this Agreement.
Rights stated in this Article include all forms of intellectual property such as business secrets, copyrights, registrated patents, designs, trade marks etc.
If necessary, special agreements will be concluded with specification of protection on intellectual property.
Contracting Parties shall assure secrecy of scientific and technological informations. If necessary such information shall be made available to a third party, unless otherwise agreed in writing by the cooperative organizations.
Article 7
Scientists, technical experts and institutions from other countries or international organizations may be invited, upon consent of both Contracting Parties, to participate at their own expense, unless otherwise agreed, in activities being carried out under this Agreement.
Article 8
For the purpose of the implementation of this Agreement the Contracting Parties shall set up a Mixed Slovene-Russian Commission (hereinafter “Mixed Comission”) for scientific and technological cooperation. In the Mixed Commission of four persons, two of them are to be designated from the Ministry of Science and Technology of the Republic of Slovenia and two of them are to be designated from the Ministry of Science and Technology Policy of the Russian Federation.
In the frame of Mixed Commission, Contracting Parties shall consult about questions of national scientific, technological, economical and juridical regulations on these fields, about creation of state priorities of scientific and technological development and harmonize bilateral cooperation in the field of science and technology.
The Mixed Commission can establish, according to its needs, permanent or temporary working groups for particular fields of scientific and technological cooperation and invite experts to participate.
The Mixed Commission meetings shall be held, as a rule, once a year, alternately in the Republic of Slovenia and in the Russian Federation.
Article 9
This Agreement shall enter into force upon an exchange of notes confirming that the Contracting Parties have completed their respective internal requirements necessary for the entry into force.
This Agreement shall remain in force for a period of five years and continue in force thereafter for successive periods of five years, unless either Contracting Party notifies in writing six months in advance of its intention to denounce the Agreement.
Cessation of the validity of this Agreement will not affect the projects which take place under this Agreement.

This Agreement is done in duplicate in Slovene, Russian and English languages. All copies are equally authentic. In case of different interpretation the English text prevails.
