The Secretary General of the Council of Europe shall notify the member States of the Council of Europe, any State or the European Union having acceded to the Convention of:
a the deposit of any instrument of ratification, acceptance or approval;
b the date of entry into force of this Protocol, in accordance with Article 8;
c any other act, notification or communication relating to this Protocol.
