The Government of the Republic of Slovenia and the Government of the Republic of Kosovo (hereinafter referred to as "the Parties"), considering common interests and benefits and guided by the desire to develop contacts in the fields of culture, education, science and sport, have agreed to conclude the following Agreement:
ARTICLE 1
The Parties agree to encourage, on the basis of mutual interest and to the benefit of their respective countries, cooperation and exchange of experience between institutions and organizations in the fields of culture, education, science, information society, sport, arts and in other fields governed by this Agreement.
ARTICLE 2
The Parties agree to provide, in their respective countries, on the basis of mutual interest and benefit, the capacities for the development of programmes in the fields of culture and education under this Agreement at their respective institutes, archives, libraries and museums in accordance with their internal regulations.
The Parties shall encourage and promote direct cooperation of institutions in the field of cultural heritage preservation by exchanging information, scientific publications and experts. Both sides shall particularly promote activities within the "Ljubljana Process", which is dedicated to the rehabilitation of monuments and heritage sites in South-Eastern Europe.
The Parties agree to continue creating conditions for cooperation within the COBISS.Net project.
ARTICLE 3
The Parties shall encourage the exchange of books with cultural, artistic, educational, scientific, and social content, as well as direct cooperation between their respective national libraries.
ARTICLE 4
The Parties shall encourage direct cooperation in the fields of radio and television, cinematography, the press, and electronic media.
ARTICLE 5
The Parties shall encourage cooperation and exchange in the fields of music, intermedia art, fine arts, performing arts, architecture, design, and photography.
ARTICLE 6
Each Party shall encourage the teaching and studying of the language and literature of the other Party.
ARTICLE 7
The Parties shall strive to conclude a separate programme or protocol of cooperation in the field of education.
ARTICLE 8
The Parties shall promote cooperation in culture between non-governmental organizations and co-production of art programmes and projects.
ARTICLE 9
The Parties shall encourage direct cooperation in sport and between sporting institutions.
ARTICLE 10
The Parties shall encourage contacts between young people and direct cooperation between youth organizations and institutions/bodies responsible for the work with young people.
ARTICLE 11
The Parties shall encourage cooperation in science and technology.
ARTICLE 12
This Agreement is concluded for an indefinite period of time. It shall enter into force on the date of receipt of the last of the notifications through diplomatic channels that the internal legal procedures required for the entry into force of this Agreement have been fulfilled.
Either Party shall have the right to terminate this Agreement in writing at any time. In such a case, the Agreement shall expire 6 months following the date on which the notification of termination was received by the other Party.
The termination of this Agreement shall have no effect on the implementation of programmes in progress that have not been completed during the validity of this Agreement.
Signed at Ljubljana on 15 October 2010 in two original copies in the Slovenian, Albanian, Serbian, and English languages, all texts being equally authentic. In case of divergence of interpretation, the English text shall prevail.
