S P O R A Z U M <br />
MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE KOSOVO O SODELOVANJU V KULTURI, IZOBRAŽEVANJU IN ZNANOSTI
Vlada Republike Slovenije in Vlada Republike Kosovo (v nadaljnjem besedilu: pogodbenici) sta se ob upoštevanju skupnih interesov in koristi ter v želji razvijati stike v kulturi, izobraževanju, znanosti in športu dogovorili o sklenitvi tega sporazuma:
Pogodbenici se strinjata, da bosta na podlagi skupnega interesa in koristi obeh držav spodbujali sodelovanje in izmenjavo izkušenj med ustanovami in organizacijami na področju kulture, izobraževanja, znanosti, informacijske družbe, športa, umetnosti in drugih področjih, ki jih ureja ta sporazum.
Pogodbenici se strinjata, da bosta v svojih državah na podlagi skupnega interesa in koristi zagotovili zmogljivosti za razvoj kulturnih in izobraževalnih programov iz tega sporazuma v svojih inštitutih, arhivih, knjižnicah in muzejih v skladu s svojimi notranjimi predpisi.
Pogodbenici podpirata in spodbujata neposredno sodelovanje ustanov na področju ohranjanja kulturne dediščine v obliki izmenjave podatkov, znanstvenih publikacij in strokovnjakov. Strani posebej podpirata dejavnosti v okviru »Ljubljanskega procesa«, namenjenega obnovi spomenikov in spomeniških območij v jugovzhodni Evropi.
Pogodbenici se strinjata, da bosta še naprej ustvarjali pogoje za sodelovanje v okviru projekta COBISS.Net.
Pogodbenici spodbujata izmenjavo knjig s kulturno, umetnostno, izobraževalno, znanstveno in družbeno vsebino ter neposredno sodelovanje med nacionalnima knjižnicama.
Pogodbenici spodbujata neposredno sodelovanje na področju radia in televizije, kinematografije ter tiskanih in elektronskih medijev.
Pogodbenici spodbujata sodelovanje in izmenjavo na področju glasbe, intermedijske, likovne in uprizoritvene umetnosti ter arhitekture, oblikovanja in fotografije.
Vsaka pogodbenica spodbuja poučevanje in učenje jezika in književnosti druge pogodbenice.
Pogodbenici si prizadevata za sklenitev ločenega programa sodelovanja ali protokola o sodelovanju na področju izobraževanja.
Pogodbenici spodbujata sodelovanje na področju kulture med nevladnimi organizacijami in koprodukcijo umetniških programov in projektov.
Pogodbenici spodbujata neposredno sodelovanje v športu in med športnimi ustanovami.
Pogodbenici spodbujata stike med mladimi in neposredno sodelovanje med mladinskimi organizacijami ter institucijami oziroma organi, pristojnimi za delo z mladimi.
Pogodbenici spodbujata sodelovanje v znanosti in tehnologiji.
Sporazum je sklenjen za nedoločen čas. Veljati začne na dan, ko se pogodbenici po diplomatski poti uradno obvestita o dokončanju notranjepravnih postopkov, potrebnih za začetek veljavnosti sporazuma.
Vsaka pogodbenica ima pravico, da ta sporazum kadar koli pisno odpove. V takem primeru sporazum preneha veljati šest mesecev po dnevu, ko je druga pogodbenica prejela obvestilo o odpovedi sporazuma.
Odpoved sporazuma ne vpliva na programe, ki se trenutno izvajajo in niso bili zaključeni med veljavnostjo sporazuma.
Sklenjeno v Ljubljani dne 15. oktobra 2010 v dveh izvirnikih v slovenskem, albanskem, srbskem in angleškem jeziku, pri čemer so vsa besedila enako verodostojna. Ob razlikah v razlagi prevlada angleško besedilo.

BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA AND THE GOVERNMENT OF THE REPUBLIC OF KOSOVO ON COOPERATION IN THE FIELDS OF CULTURE, EDUCATION AND SCIENCE
The Government of the Republic of Slovenia and the Government of the Republic of Kosovo (hereinafter referred to as "the Parties"), considering common interests and benefits and guided by the desire to develop contacts in the fields of culture, education, science and sport, have agreed to conclude the following Agreement:
ARTICLE 1
The Parties agree to encourage, on the basis of mutual interest and to the benefit of their respective countries, cooperation and exchange of experience between institutions and organizations in the fields of culture, education, science, information society, sport, arts and in other fields governed by this Agreement.
ARTICLE 2
The Parties agree to provide, in their respective countries, on the basis of mutual interest and benefit, the capacities for the development of programmes in the fields of culture and education under this Agreement at their respective institutes, archives, libraries and museums in accordance with their internal regulations.
The Parties shall encourage and promote direct cooperation of institutions in the field of cultural heritage preservation by exchanging information, scientific publications and experts. Both sides shall particularly promote activities within the "Ljubljana Process", which is dedicated to the rehabilitation of monuments and heritage sites in South-Eastern Europe.
The Parties agree to continue creating conditions for cooperation within the COBISS.Net project.
ARTICLE 3
The Parties shall encourage the exchange of books with cultural, artistic, educational, scientific, and social content, as well as direct cooperation between their respective national libraries.
ARTICLE 4
The Parties shall encourage direct cooperation in the fields of radio and television, cinematography, the press, and electronic media.
ARTICLE 5
The Parties shall encourage cooperation and exchange in the fields of music, intermedia art, fine arts, performing arts, architecture, design, and photography.
ARTICLE 6
Each Party shall encourage the teaching and studying of the language and literature of the other Party.
ARTICLE 7
The Parties shall strive to conclude a separate programme or protocol of cooperation in the field of education.
ARTICLE 8
The Parties shall promote cooperation in culture between non-governmental organizations and co-production of art programmes and projects.
ARTICLE 9
The Parties shall encourage direct cooperation in sport and between sporting institutions.
ARTICLE 10
The Parties shall encourage contacts between young people and direct cooperation between youth organizations and institutions/bodies responsible for the work with young people.
ARTICLE 11
The Parties shall encourage cooperation in science and technology.
ARTICLE 12
This Agreement is concluded for an indefinite period of time. It shall enter into force on the date of receipt of the last of the notifications through diplomatic channels that the internal legal procedures required for the entry into force of this Agreement have been fulfilled.
Either Party shall have the right to terminate this Agreement in writing at any time. In such a case, the Agreement shall expire 6 months following the date on which the notification of termination was received by the other Party.
The termination of this Agreement shall have no effect on the implementation of programmes in progress that have not been completed during the validity of this Agreement.
Signed at Ljubljana on 15 October 2010 in two original copies in the Slovenian, Albanian, Serbian, and English languages, all texts being equally authentic. In case of divergence of interpretation, the English text shall prevail.
