The Government of the Republic of Slovenia and the Government of the Republic of Kazakhstan (hereinafter referred to as “the Parties”),
Desiring to strengthen friendly relations and facilitate the travel by citizens of States Parties
have agreed as follows:
Article 1
Citizens of the States of the Parties, holders of valid diplomatic passports of the States of the Parties may enter the territory of States of the Parties and stay without visa for a period not exceeding 3 (three) months within 6 (six) months from the date of first entry.
Article 2
Notwithstanding the provisions of Article 1 of this Agreement, citizens of the States of the Parties, holders of valid diplomatic passports of the States of the Parties which are members of diplomatic missions and consular posts located on the territory of the States of the Parties, as well as living with them, their family members holding valid diplomatic passports of the States of the Parties have right freely and without visa to stay in the territory of States of the Parties to the end of the term of their assignment, on condition that these officers observe formalities referred to the procedure of accreditation in the host State.
Article 3
The persons mentioned in Articles 1 and 2 of this Agreement may enter the territory of the State of the other Party through the border crossing points open to international passengers’ traffic.
Article 4
This Agreement does not exempt the persons mentioned in Articles 1 and 2 of this Agreement, from the obligation to respect the legislation of the States of the Parties at the time of entry and stay in their States’ territories, without detriment to the privileges, immunities and facilities under the Vienna Convention on Diplomatic Relations of 18 April 1961, the Vienna Convention on Consular Relations of 24 April 1963 and other applicable international treaties to which States are Parties.
Article 5
Each Party reserves the right to refuse entry or to reduce the stay of any citizen of the State of another Party, who is a holder of diplomatic passport, whose presence is considered undesirable.
Article 6
1. For reasons of national security and public order each Party reserves the right to suspend, either in whole or in part, the implementation of this Agreement.
2. Each Party shall immediately inform the other Party through diplomatic channels on the imposition and exemption of such measures, which enter into force or terminate at the time of receipt of such notice.
Article 7
1. The Parties exchange specimens of the diplomatic passports through diplomatic channels thirty (30) days before the entry into force of this Agreement.
2. In the case of the introduction of new passports Parties send new specimens and the necessary information through diplomatic channels, if possible, 30 (thirty) days prior to their introduction.
Article 8
Amendments and additions to this Agreement shall be made by mutual consent of the Parties which are to be considered as integral parts of this Agreement and entering into force in the same order as this Agreement.
Article 9
1. This Agreement shall enter into force after sixty (60) days from receipt through diplomatic channels, the last written notification on fulfilment by the Parties of the internal procedures required for its entry into force.
2. This Agreement is concluded for an indefinite period. Each Party may terminate it at any time by giving written notice to the other Party through diplomatic channels. In this case this Agreement shall remain in force until the expiration of thirty (30) days from the date of receipt of such notice.
Done in the city of Astana on 11 November 2009 in duplicate, each in Slovenian, Kazakh, Russian and English languages, all being equally authentic.
In case of divergence in interpretation, the English text shall prevail.
