Razglaša se zakon o ratifikaciji sporazuma med Vlado Republike Slovenije in Vlado Kraljevine Norveške o ukinitvi vizumov, ki ga je sprejela Skupščina Republike Slovenije na sejah Družbenopolitičnega zbora, Zbora občin in Zbora združenega dela dne 1. julija 1992.

o ratifikaciji sporazuma med Vlado Republike Slovenije in Vlado Kraljevine Norveške o ukinitvi vizumov

1. člen

Ratificira se sporazum med Vlado Republike Slovenije in Vlado Kraljevine Norveške o ukinitvi vizumov, sklenjen z izmenjavo not z dne 18. in 25. maja 1992.

2. člen

Sporazum se v izvirniku v angleškem jeziku in v slovenskem prevodu glasi:

Your Excellency,

I have the honour to inform that, with a view to facilitate travelling between Norway and Slovenia, the Government of Norway is prepared to conclude with the Government of Slovenia an Agreement on the following terms:

Article 1

Citizens of Slovenia holding valid passports of the Republic of Slovenia shall be free to enter Norway at any authorized border-crossing point and to stay in Norway for a period not exceeding three months without being required to obtain a visa. This period of three months shall be calculated from the date of entry into any Nordic State being a Party of the Convention of 12 July, 1957, on the Waiver of Passport Control at the Intra-Nordic Borders. Any sojourn in any of those States during six months preceding the entry into any of those States from a non-Nordic State shall be included in the above period of three months.

Article 2

Norwegian citizens holding valid Norwegian passports shall be free to enter Slovenia at any authorized border-crossing point and to stay in Slovenia for a period not exceeding three months without being required to obtain a visa.

Article 3

It is understood that the waiver of the visa requirement does not exempt persons benefitting under this agreement from the necessity of complying with the laws and regulations in force in the respective country concerning entry, residence – temporary of permanent – and work.

Article 4

The authorities of each country reserve the right to refuse permission to enter or stay in the country to persons considered undesirable.

Article 5

The authorities of each country undertake to readmit without formality, into its territory, any of its citizens.

Article 6

Either Government may temporarily suspend the foregoing provisions in the whole or in part, expect Article 5 thereof, for reasons of public order. Such suspension shall be notified immediately to the other Government through diplomatic channels.

Article 7

The present Agreement shall enter into force on 1st July, 1992. The Agreement may be denounced by either Government by notification in writing. The denunciation taking effect one month after the date of the notification.

If the above proposals are acceptable to the Government of Slovenia, I have the honour to suggest that the present letter and Your Excellency's reply shall constitute an Agreement between the two Governments in this matter.

Please accept, Your Excellency, the assurance of my highest consideration.

Vaša Ekscelenca,
Imam čast, da vas obvestim, da je Vlada Norveške z namenom, da olajša potovanje med Norveško in Slovenijo, pripravljena z Vlado Slovenije skleniti Sporazum pod sledečimi pogoji:

1. člen

Državljani Slovenije, ki imajo veljavne potne liste Republike Slovenije, bodo lahko prosto vstopali v Norveško pri katerem koli pooblaščenem mejnem prehodu in ostali v Norveški za dobo, ki ni daljša od treh mesecev, ne da bi jim bilo potrebno pridobiti vizo. Ta doba treh mesecev se bo štela od datuma vstopa v katero koli nordijsko državo, ki je podpisnica Konvencije z dne 12. julija 1957 o ukinitvi kontrole potnih listov na notranjih nordijskih mejah. Vsakršno bivanje v kateri koli od teh držav šest mesecev pred vstopom v katero koli od teh držav iz nenordijske države se bo štelo v omenjeno dobo treh mesecev.

2. člen

Norveški državljani, ki imajo veljavne norveške potne liste, bodo lahko prosto vstopali v Slovenijo na katerem koli pooblaščenem mejnem prehodu in ostali v Sloveniji za dobo, ki ni daljša od treh mesecev, ne da bi jim bilo potrebno pridobiti vizo.

3. člen

Razume se, da ukinitev viz ne oprošča oseb, ki se okoriščajo s tem sporazumom, da se ne bi držali zakonov in predpisov, ki so v veljavi v zadevni državi, glede vstopa, bivanja – začasnega ali stalnega – in dela.

4. člen

Oblast v vsaki državi si pridrži pravico, da odkloni dovoljenje za vstop ali bivanje v državi osebam, ki jih ima za nezaželene.
