ON INTERNATIONAL DEVELOPMENT COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA AND THE GOVERNMENT OF THE REPUBLIC OF MACEDONIA FOR 201
Based on the Agreement on Development Cooperation between the Government of the Republic of Slovenia and the Government of the Republic of Macedonia, signed on 10 June 2004,
Have agreed on the Memorandum on International Development Cooperation between the Government of the Republic of Slovenia and the Government of the Republic of Macedonia for 2012 (hereinafter the “Memorandum”).
I FUNDS EARMARKED FOR BILATERAL DEVELOPMENT COOPERATION BETWEEN THE REPUBLIC OF SLOVENIA AND THE REPUBLIC OF MACEDONIA FOR 2012
Article 1
In the Programme of International Development Cooperation and Humanitarian Assistance of the Republic of Slovenia for 2012, the Government of the Republic of Slovenia has earmarked funds totalling EUR 552,107 for bilateral development cooperation between the Republic of Slovenia and the Republic of Macedonia in 2012.
II DEVELOPMENT PROJECTS AIMED TO ENHANCE ECONOMIC AND SOCIAL INFRASTRUCTURE
Article 2
In the Programme of International Development Cooperation and Humanitarian Assistance for 2012, the Government of the Republic of Slovenia has earmarked funds totalling approximately EUR 389,000 in support of development projects aimed to enhance economic and social infrastructure in the Republic of Macedonia.
The Parties have agreed on projects, taking account of the Republic of Macedonia’s strategic priorities, as well as the need for its further economic and social development, for the promotion of balanced regional development, and for environmental protection.
In 2012, the Parties plan to undertake the following projects in the field of economic and social infrastructure:
1 Construction of a drinking water treatment plant in the Probištib Municipality; donation of the Republic of Slovenia: EUR 354,000;
2 Establishment of conditions for sustainable development of the municipalities in the East Planning Region; donation of the Republic of Slovenia: EUR 35,000.
Article 3
The recipient country must ensure its own participation in the projects aimed to enhance economic and social infrastructure with the following co-financing rate: the standard donation of the Republic of Slovenia does not exceed 40% of a project's value, the remaining funds are provided by the recipient country.
Any changes to the co-financing rate must be authorised by the Ministry of Foreign Affairs of the Republic of Slovenia on a case-by-case basis.
The recipient country decides at its own discretion on how it wishes to close the financial construction of a project. A public entity which is the recipient of a donation usually provides its share from the budget (state, municipal) in the form of regular budgetary inflow, loans, and donations from other national or international institutions.
Article 4
The public entity of the recipient country selects a contractor in line with the recipient country’s national legislation regulating public finances and public procurement. In special cases, where the Republic of Slovenia provides the major part of co-financing, the Centre for International Cooperation and Development selects, in agreement with the recipient of a donation, a contractor on the basis of a tender published in the Republic of Slovenia in line with the Slovenian legislation governing public finances and public procurement.
III TECHNICAL ASSISTANCE
Article 5
In the Programme of International Development Cooperation and Humanitarian Assistance, the Government of the Republic of Slovenia has earmarked funds totalling approximately EUR 123,107 for activities in the field of technical assistance in 2012.
Article 6
In 2012, taking account of the active support for the Republic of Macedonia’s European perspective, as well as its integration into the European Union and adoption of EU standards and norms, the Republic of Slovenia will provide, through its ministries, bodies under their responsibility, and government offices, the Republic of Macedonia with expert technical assistance totalling EUR 23,607 for the following projects:
1 Fight against organised crime involving drugs; technical assistance provider: Ministry of the Interior of the Republic of Slovenia; cost of the project: EUR 3,380;
2 Advancement of phytosanitary inspection, and preparation of handbooks and instructions on phytosanitary control; technical assistance provider: Inspectorate of the Republic of Slovenia for Agriculture, Forestry and Food; cost of the project: EUR 8,780;
3 Groundwork for the establishment of a register of spatial units and economic public infrastructure; technical assistance provider: Surveying and Mapping Authority of the Republic of Slovenia; cost of the project: EUR 5,400;
4 Technical assistance in early diagnosis of cancer (Breast Cancer Screening Programme “DORA”); technical assistance provider: Ministry of Health; cost of the project: EUR 5,000;
5 Excise Movement and Control System (EMCS), a system for controlling the movement of excise goods; technical assistance provider: Customs Administration of the Republic of Slovenia; cost of the project: EUR 1,047.
Article 7
In the framework of activities to be undertaken by the technical assistance providers, the Parties plan to carry out the following projects estimated at EUR 99,500:
1 Capacity building in public sector accounting; technical assistance provider: Center of Excellence in Finance; cost of the project: EUR 50,000;
2 Creating a positive working environment to ensure a high level of professionalism and quality of work of border authorities; technical assistance provider: Centre for European Perspective; cost of the project: EUR 49,500.
IV OTHER FORMS OF COOPERATION
Article 8
The Parties promote development activities undertaken in the Republic of Macedonia by non-governmental organisations from the Republic of Slovenia, and other forms of bilateral development cooperation, such as projects run at the regional level in or for several partner countries simultaneously. In the Programme of International Development Cooperation and Humanitarian Assistance, the Government of the Republic of Slovenia has earmarked EUR 40,000 for the co-financing of activities of non-governmental organisations.
Article 9
Individual activities and the details of their implementation will be coordinated within the Joint Committee by the Ministry of Foreign Affairs of the Republic of Slovenia and the Secretariat for European Affairs of the Republic of Macedonia.
V FINAL PROVISIONS
Article 10
In drafting a memorandum for the next programming period, the Parties agree to give priority to activities under this Memorandum.
Article 11
This Memorandum enters into force on the thirtieth day of its signing and will remain in force until 31 December 2012. Any activities still underway and not concluded by 31 December 2012 are subject to the provisions of the Agreement on Development Cooperation between the Government of the Republic of Slovenia and the Government of the Republic of Macedonia until their conclusion unless otherwise agreed by the Parties.
