POVZETEK
Prostorska problematika je s posledicami neustreznega, neodgovornega ravnanja daleč prestopila meje pravne dopustnosti, institucionalnega nadzora in škodljivosti. Pri nas verjetno najbolj pri urejanju prostora ter onesnaževanju z odpadki in drugimi nevarnimi snovmi. Znanost je sicer še zmožna opredeliti in nadzorovati posamezne učinke. O posledicah strupene mešanice, ko nevarni odpadki in strupene snovi premešani v odprtem prostoru skupaj učinkujejo na življenje in zdravje ljudi, naravno okolje in kakovost zadovoljevanja primarnih potreb, na primer po varni hrani in pitni vodi, znanost lahko le bolj ali manj ugiba. K razraščanju prostorske problematike veliko prispeva slabo urejanje prostorskih javnih zadev, tako da je to področje med najbolj izpostavljenimi tveganju pravne negotovosti. Če nam je do tega, da se uničevanje našega življenjskega okolja in prostora vsaj upočasni, je nujno, da se v urejanje pereče prostorske problematike vključi celotna družba. Glede tega se ta prispevek sklicuje
na akademsko stroko in strateške dokumente države, ki z ugotovitvami o demokratičnem primanjkljaju, neenakosti in izključevanju, nezakonitem lobiranju, drugim nedovoljenim vplivom in odklonskim dejanjem poudarjajo potrebo po razvoju vključujoče in varne družbe. Z nosilno mislijo Agende za trajnostni razvoj do leta 2030, Spremenimo svet: za ljudi in planet Zemljo, pa hkrati sprašuje, ali je to sploh uresničljivo brez korenitih sprememb svetovnega etosa in človekovega odnosa do življenjskega prostora.
SUMMARY
As a consequence of inadequate and irresponsible managing, spatial planning issues have long crossed the boundaries of legal admissibility, institutional control, and harmfulness. In Slovenian context, this is probably the most applicable for management of spatial planning and mitigation of environmental pollution with waste and other hazardous substances. Science, for its part, is still capable of determining and controlling some of the harmful effects. However, when it comes to the actual consequences of hazardous waste and substances, mixing in open space and thus affecting the life and health of people, natural environment, and the ability as well as quality of meeting basic needs, for example safe food and drinking water, science can merely provide an educated guess. Significant influence on growing spatial planning issues also comes from bad management of public spatial planning affairs, making this area the most subjected to the risk of legal uncertainty. If we truly care about minimizing the destruction of our living space and the environment, it is of utmost importance to include the entire society into managing the topical issue of spatial planning. Accordingly, the present paper refers to academic discipline and relevant strategic state documents which, recognizing issues such as democratic deficit, inequalities and exclusion, illegal lobbying, and other unauthorized influences and deviant behaviour, emphasize the need for the development of an inclusive and safe society. Adhering to the principal thought of the Agenda for Sustainable
Development to 2030, Change the World: For People and Planet Earth, this paper also inquires whether or not these goals are attainable without a significant alteration to the global ethos and human relationship towards the living space.
