POVZETEK
Thema probandi pričujočega raziskovalnega prispevka je pravna analiza vprašanj, povezanih s cilji trajnostnega razvoja v lokalnih skupnostih. Pregledali smo relevantno domačo in tujo znanstveno in strokovno literaturo, ki analizira sedanjo tematiko. Prispevek našega dokumenta je umeščen v kontekst 17 sprejetih ciljev ZN za trajnostni razvoj. Predstavljamo raziskovalno odgovornost izvoljenih občinskih funkcionarjev za urejanje in uresničevanje zgoraj omenjenih ciljev trajnostnega razvoja OZN na področju varnosti. Naše raziskave temeljijo na gramatilačni in dogmatični interpretaciji veljavnih notranjih pravnih predpisov Republike Slovenije, mednarodnih pravnih konvencij ter uredb in direktiv EU v sedanji in prihodnji ureditvi trajnostnega razvoja.
ABSTRACT / SUMMARY
Thema probandi of present research paper is legal analysis of safety issues connected with sustainable development goals in local communities. We have reviewed relevant domestic and foreign scientific and professional literature which is analyzing present topic. The contribution of our paper is placed in the context of 17 adopted UN's sustainable development objectives. We present paper research responsibility of elected municipal officials for the regulation and implementation of above-mentioned UN’s sustainable development goals in the field of security. Our research is based on a grammatical and dogmatic interpretation of the applicable internal legal regulations of the Republic of Slovenia, international UN and OECD legal conventions and selected EU regulations and directives in current and future regulation of sustainable development. We have also analyzed the comparative arrangements in the UK and Ireland. In addition to the comparative analysis, we used the legal-analytical method of describing the current regime (de lege lata research method) and the legal synthesis of any future Slovenian regime (de lege ferenda research method). In the final part of the paper, we have proposed some innovations in the area of regulatory activity of local communities, which could contribute to a more effective implementation of the SDGs at local level, taking into account local security aspects.
