Sistem javnega naročanja se v zadnjih letih sooča s številnimi spremembami, ki so uvedene z namenom povečanja preglednosti, zmanjšanja korupcije ter izboljšanja učinkovitosti in trajnosti postopkov javnega naročanja. Digitalizacija, poenostavitev postopkov ter trajnostno in družbeno odgovorno javno naročanje so ključni elementi, ki oblikujejo sodobni sistem javnega naročanja. Leto 2024 nam je tako prineslo nov Portal javnih naročil, leto poprej več interventne zakonodaje ter nove poglede na veljavni sistem javnega naročanja. Vse te spremembe zahtevajo, da se nenehno izobražujemo in prilagajamo novim zahtevam, spremembam in praksam, saj bomo le tako lahko učinkovito zagotavljali skladnost z zakonodajo ter najboljšimi praksami na tem tako pomembnem področju. Od 3. do 4. oktobra 2024 je v kongresnem centru hotela Slovenija v Portorožu potekal že tradicionalni 27. posvet Dnevi javnih naročil, na katerem so se zbrali predstavniki naročnikov, ponudnikov in preostalih strokovnjakov tega področja. Med temami so bile poleg naštetih predstavljene tudi aktualne spremembe zakonodaje, tudi prihajajoča novela Zakona o lekarniški dejavnosti (ZLD-1). Večina stroke napovedano spremembo ureditve glede postopkov nabave zdravil za javne lekarniške zavode pozdravlja.

In recent years, the public procurement system has faced many changes, which were introduced with the aim of increasing transparency, reducing corruption, and improving the efficiency and sustainability of public procurement procedures. Digitization, simplification of procedures and sustainable and socially responsible public procurement are key elements that shape the modern public procurement system. The year 2024 thus brought us a new Public Procurement Portal, the year before a series of intervention legislation and new views on the existing public procurement system. All these changes require us to constantly educate ourselves and adapt to new requirements, changes and practices, because only in this way will we be able to effectively ensure compliance with legislation and best practices in this very important area. From October 3 to 4, 2024, the traditional 27th “Public Procurement Days” conference was held in the convention center of Hotel Slovenija in Portorož, and representatives of clients, providers and other experts in this field gathered. In addition to those listed, the topics included current legislative changes, with the well-attended round table focusing on the upcoming amendment to the Act on Pharmacy Activities (ZLD-1). The majority of the experts welcomes the announced change in the regulation regarding the procedures for purchasing medicines for public pharmacies.
