between THE WORLD TOURISM ORGANIZATION and SLOVENIA for the holding of the Forty-Sixth Meeting of the UNWTO Commission for Europe and the Seminar on “Innovation in Tourism: Adapting to change”, in the city of Bled (Slovenia), from 23 to 25 May 2007
I
Provisions relating to privileges, immunities and facilities (in accordance with Art. 32 of the UNWTO Statutes, relating to privileges and immunities of the Organization)
1. The Secretary-General shall send sufficiently in advance the official invitation to the participants of the Commission for Europe and the regional Seminar. The Secretariat shall communicate without delay to the authorities duly designated for this purpose by the Government the names of the meeting participants who have accepted the Secretary-General's invitation, so that their travel and stay in Slovenia can be prepared in the best possible conditions.
2. The Government recognizes the international personality and legal capacity of the Organization, and shall ensure that it enjoys the independence and freedom of action to which it is entitled in its capacity as an international organization and in accordance with its Statutes.
3. The Government shall adopt the necessary measures to facilitate the entry and departure of participants to and from its territory, as well as the stay of participants invited by the Secretary-General, regardless of their nationality. The necessary visas shall be issued free of charge and with the shortest possible delay.
4. Participants in the meetings shall enjoy the following privileges and immunities:
a) immunity from legal process of any kind in respect of acts performed by them in the exercise of their official functions, including oral and written statements,
b) exemption from immigration restrictions and aliens’ registration,
c) customs facilities for their personal effects.
5. The Secretary-General of the Organization shall enjoy in the territory of Slovenia the privileges and immunities, exemptions and facilities accorded to ambassadors heading diplomatic missions.
6. Officials of the Organization, regardless of their nationality, shall enjoy in the territory of Slovenia immunity from legal process of any kind in respect of acts, including oral or written statements, including after the conclusion of the meetings.
II
Conditions for the organization of the meetings
7. The meeting of the Commission for Europe and the Seminar shall be held in Bled (Slovenia), on 23-25 May 2007.
8. In accordance with Rule 1.2 of the Rules of Procedure of the General Assembly of the Organization, applicable to all UNWTO meetings held outside its Headquarters in Madrid, the Government shall cover any extra expenses involved in holding the meetings, in accordance with the specifications submitted by the Organization and attached as an annex to the present agreement.
9. The Government shall make available to the Organization the necessary personnel, facilities and equipment for simultaneous interpretation, office supplies and materials for document reproduction, as listed in the attached Annex, and which shall be the subject of an additional clause if necessary.
10. The Government shall not hold the Organization responsible for any damages that may be caused to the facilities or for any consequences that may arise from possible claims for such damages, except in cases of gross negligence.
11. The conference halls, offices and other premises and facilities made available by the Government to the Organization shall constitute the conference area of the Organization during the meetings and for the duration of any additional period needed to prepare and conclude the operations of the same.
12. The Government shall take the necessary measures to ensure the security and smooth conduct of the meeting proceedings.
13. This Agreement shall enter into force on the date of the receipt of the notification of the Republic of Slovenia of the completion of the internal legal procedures for its entry into force, and shall remain in force for the duration of the meeting and for such period thereafter as is necessary for all matters relating to any of its provisions to be settled. The Agreement shall be applied provisionally as from upon its signature.

A N N E X
FACILITIES AND SERVICES TO BE PROVIDED BY SLOVENIA FOR THE HOLDING OF EACH OF THE FOLLOWING MEETINGS:
FORTY-SIXTH MEETING OF THE UNWTO COMMISSION FOR EUROPE (CEU) AND THE SEMINAR ON INNOVATION IN TOURISM: ADAPTING TO CHANGE
(BLED, SLOVENIA) (23-25 MAY 2007)
I. PREMISES FOR EACH OF THE MEETINGS AND THE SECRETARIAT:
(a) Conference Hall providing seating capacity for approximately 150
persons;
(b) Lounge for the participants, with tea and coffee service during breaks;
(c) Office for the Secretary-General or his representative; and
(d) Offices for the Secretariat, as follows:
(i) one for the Regional Representative and his Assistant;
(ii) one for stocking of documents and reproduction.
The premises should be equipped with furniture appropriate for their use
and should be made available to the Secretariat at least 24 hours
before the opening of the meetings.
II. EQUIPMENT OF THE MEETING ROOMS AND THE OFFICES
(a) The Conference Hall shall be equipped with:
– tables and chairs for the participants, a table for the chair, a
lectern;
– the necessary number of microphones: six for the head table, one for
the lecturer at the lectern, for the interpreters, and for the
audience (one for every three participants);
– equipment for the simultaneous interpretation to and from the
following languages: English and French;
– an overhead projector with PC, a revolving slide projector (on
request), a large wall screen, audio and video equipment, etc.
(b) The Conference Hall should be equipped for recording the proceedings of
the CEU meeting and Seminar, both in English and French, including
interventions from the floor.
(c) The offices should be equipped as follows:
(i) The office of the Secretary-General:
– a meeting table with 8 chairs;
– an international telephone connection; and stationery;
(ii) The office of the Regional Representative and his Assistant:
– a desk with three chairs;
– a personal computer and a laser printer as follows:
System: Windows 2000
Programmes: Microsoft Office 2000
Keyboard: QWERTY international
CD (including CD burner)
Diskettes: 3” ½ double sided, high density
Laser printer adapted to the above computer
Internet connection
– an international telephone line;
– a fax machine;
– stationery;
– a photocopying machine (a basic one).
(iii) The office for documents and reproduction:
– a large table for documents;
– a photocopying machine (high speed reproduction) and the necessary
equipment for its functioning (paper, toner, etc.);
– 1 personal computer with laser printer;
– Stationery (particularly scotch tape, large scissors, punching
machine, staplers).
A reasonable amount of telephone and fax communications between meeting
place and Headquarters at Madrid shall be borne by the host
country;
III. LOCAL STAFF
The following staff is required with respect to simultaneous
interpretation, secretariat services, typing and reproduction of documents and
shall be provided by Slovenia:
(a) Interpreters for the meeting (in accordance with paragraph II of this
Annex), to be selected by common agreement between Slovenia and the UNWTO;
(b) 2 bilingual (English/French) secretaries (one for assistance to the
UNWTO Secretariat, as required and the other at the Hospitality Desk);
(c) a sufficient number of hostesses/ messengers as follows:
– to provide assistance for the registration of participants;
– to provide assistance in the Conference room;
– for handling the photocopying of documents.
(d) a technician responsible at all times for the audiovisual equipment in
the conference room;
(e) a technician responsible for tape recording the meeting and seminar and
other necessary assistance.
IV. SERVICES PROVIDED DIRECTLY UNDER THE RESPONSIBILITY OF SLOVENIA TO ALL
PARTICIPANTS AND UNWTO STAFF
(a) Securing special international and domestic airfares for the foreign
participants, the speakers, and the UNWTO officials;
(b) Facilitation on arrival, including issue of visas and customs
clearance, and on departure; Slovenia shall make sure that airport authorities
provide services as required under pertinent provisions of the present
agreement;
(c) Transfer to and from hotel on arrival and on departure;
(d) Reservation of accommodation, preferably at no more than 2-3 hotels,
and at discounted rates;
(e) Transport between hotels and Conference Hall, if necessary, and to
official social functions;
(f) Orienting delegates with regard with postal, banking, medical, travel
and information services as well as regarding the social programme and
technical visits.
V. UNWTO STAFF AND MATERIAL
(a) Transport for four officials of the World Tourism Organization from
Madrid to the international airport closest to the venue of the meetings, as
follows:
(i) One business class air tickets for the Secretary-General or his
representative;
(ii) Three economic class air tickets for three UNWTO officials.
The above-mentioned air tickets should be made available to the
Secretariat two weeks before the meetings, i.e. by 4 May 2007;
(b) International transport for four speakers at the Technical Seminar;
(c) Lodging and breakfast for the four UNWTO officials and four speakers in
a hotel as near as possible to the Conference Hall;
(d) Transport of documentation necessary for the meetings from Madrid to
the meeting venues and return. A voucher for the air transport of 200
kgs one way and 50 kgs. return should also be available to the
Secretariat two weeks before the meetings, i.e. by 4 May 2007.
