Mednarodno in nacionalno civilno letalstvo je povezano z zaupanjem. Pogoj za zaupanje je varno in varovano civilno letalstvo. Danes mednarodno in nacionalno civilno letalstvo ogrožajo nezakonita vmešavanja. Avtor obravnava vprašanje, ali so kibernetske operacije orožje v smislu 3.bis člena Konvencije o mednarodnem civilnem letalstvu, in državam članicam prepoveduje uporabo orožja proti civilnim zrakoplovom med letom. Konvencija pojma orožje ne določa natančneje, zato je treba učinke zlorabe kibernetskih operacij na civilno letalstvo proučiti v smislu elementov, ki bi lahko potrdili tezo, da gre v primeru kibernetskih operacij za orožje.

International and national civil aviation have been linked with a confidence. The term of confidence is a safe and secure civil aviation. Today the international and national civil aviation have been threatened by the illegal interference. The author wishes to answer the question whether cyber operations are arms in terms of Article 3bis of the Convention on International Civil Aviation whi- ch prohibits to the Member States the use of weapons against civil aircrafts in flight. The Convention does not provide the precise meaning of the term arms. Therefore, there is a need to examine closely the effects of misuse of cyber operations on civil aviation in the sense of components which could certify a thesis that the cyber operations are arms.

Cyber Operations – the New Risk for the Aviation Safety
