POVZETEK
Razvoj sodobnega upravnega sistema je postala stalna in prvovrstna naloga vsake demokratične družbe. Pri tem so zaposleni uslužbenci, kot v vsaki organizaciji, glavi nosilec sprememb. Uslužbenska zakonodaja nudi vrsto institutov za razvoj zaposlenih. Odgovornost vodstva pa je, da s sodobnimi pristopi motivira, razširja in povezuje cilje organizacije z osebnimi in kariernimi cilji uslužbencev. Odločitev za upravljanje z zadovoljstvom zaposlenih je lahko začetek poti.
SUMMARY
The development of modern administration systems has become a persistent and primary task to every democratic society. Like in every other organisation the employed civil servants are the main actor of changes in this task. The legal regulation of civil servants offers a range of institutes for human resources development. The responsibility of the leadership management however lies in how to motivate, upgrade and incorporate organisational goals with personal and career goals of employees in a modern approach. The decision in favour of managing the satisfaction of employees can be the beginning of this path.
