BACKGROUND AND OBJECTIVES
The Government of the Republic of Slovenia and the United Nations Industrial Development Organization (UNIDO) (hereinafter the “Signatories”) have been expanding and scaling-up cooperation since the country joined the Organization on 11 June 1992. The Republic of Slovenia has been an important development partner and donor of UNIDO, financially contributing to the Organization’s technical cooperation activities across the regions and shaping UNIDO’s strategic programmes through participation in the policymaking organs.
As a specialized agency of the United Nations system mandated to promote inclusive and sustainable industrial development, UNIDO has been partnering with the Government of the Republic of Slovenia for the global advancement of the 2030 Agenda for Sustainable Development and, in particular, Sustainable Development Goal (SDG) 9 on industry, innovation and infrastructure.
With a shared understanding that inclusive and sustainable industrial development is an important enabler for inclusive and green growth and prosperity, the Government of the Republic of Slovenia and UNIDO are committed to the implementation of SDG 9, recognizing the need for accelerated joint efforts in the Decade of Action proclaimed by the United Nations Secretary-General for 2020–2030.
In enhanced collaborative activities, the Government of the Republic of Slovenia and UNIDO will continue building on the following relevant international instruments and UNIDO’s strategic frameworks:
– UNIDO Lima Declaration (2013);
– United Nations General Assembly Resolution A/RES/70/1 “Transforming our world: the 2030 Agenda for Sustainable Development” (2015);
– Paris Agreement under the United Nations Framework Convention on Climate Change (2015);
– United Nations General Assembly Resolution A/RES/70/293 “Third Industrial Development Decade for Africa (2016–2025)” (2016);
– UNIDO Abu Dhabi Declaration (2019);
– UNIDO medium-term programme framework 2022–2025: Integration and scale-up to build back better.
The partnership between the Government of the Republic of Slovenia and UNIDO will be also guided by the country’s Development Cooperation and Humanitarian Aid Strategy until 2030. The Strategy provides a framework for Slovenia’s activities on a multilateral level and envisages their focus on geographic and thematic priorities, as well as the general criteria of the Government’s development cooperation.
This Roadmap is not a treaty according to the Vienna Convention on the Law of Treaties, 1969, and does not give rise to any legal or financial commitments on the part of the Signatories.
PROVISIONS OF COOPERATION
Cooperation between the Government of the Republic of Slovenia and UNIDO will seek to foster inclusive and sustainable industrial development as a prerequisite for socioeconomic transformation. In order to contribute to the well-being of people around the globe, joint activities will focus on the transfer of knowledge and technology to support economic competitiveness, innovation ecosystem building and environmental protection.
The joint work of the Government of the Republic of Slovenia and UNIDO will be guided by the demand of partner countries, especially those most in need of development support. The Signatories will work to encourage the ownership of development cooperation activities by partner countries and beneficiary entities. This is a shared understanding that only development efforts that are needs-based and locally led have the potential to spur sustainable impact and tangible results in the long term.
The commitment to support environmental sustainability through the mitigation of and adaptation to climate change and preservation and regeneration of nature will be an important component of joint activities. Cooperation between the Government of the Republic of Slovenia and UNIDO will be guided by an inclusive and human-centred approach based on the principle of leaving no one behind. Gender equality and the empowerment of women will be one of the cross-cutting priorities in all the development cooperation efforts.
The Government of the Republic of Slovenia and UNIDO aspire to ensure that joint initiatives are result-oriented, transparent and accountable. Working for the integration and scale-up of development impacts will be at the core of all the joint activities.
To this end, cooperation between the Government of the Republic of Slovenia and UNIDO will also seek to build upon the results and achievements of the completed and ongoing successful projects and encourage their continuation.
The Government of the Republic of Slovenia and UNIDO identified a number of thematic priorities for enhanced development cooperation. The priorities listed below are subject to change and adjustment by the mutual agreement of the Government of the Republic of Slovenia and UNIDO.
1. Economic competitiveness based on productive employment and quality education
The Government of the Republic of Slovenia and UNIDO share a common objective of building inclusive, sustainable and economically competitive industries based on the principle of equal opportunities for all, including the most vulnerable groups. In order to fulfil this objective, the Signatories will join forces to provide capacity-building and promote the creation of decent jobs through the transfer of knowledge and technology, exchange of best practices and support for quality educational programmes, including vocational training and life-long learning.
To this end, cooperation between the Government of the Republic of Slovenia and UNIDO will include, inter alia, the following activities:
– Development of private sector competitiveness and entrepreneurship programmes with a special focus on micro, small and medium-sized enterprises (MSMEs), including the establishment of technology parks and centres for vocational training;
– Provision of enterprise development activities, including through direct technical support, technology uptake and upgrade, business network and partnership building, as well as the development of start-ups, incubators and accelerators;
– Promotion of socially and environmentally responsible investment strategies and plans;
– Provision of support in the development of metrology systems and compliance with international quality standards;
– Development of pilot programmes based on public-private partnerships and public-private-academia partnerships.
2. Innovation and digital transformation through the development and transfer of technology
The Government of the Republic of Slovenia and UNIDO recognize the vital importance of fostering digitalization and innovation to harness the potential of the Fourth Industrial Revolution while capitalizing on the transition towards Industry 5.0. The Signatories are committed to supporting the development of research and high-tech support programmes, contributing to the advancement and application of new technologies and digital solutions in industry (Industry 4.0, Industry 5.0 and Society 5.0).
In particular, the joint work can focus on such high-potential sectors as the automotive industry and mobility, manufacturing of machinery and metal products, pharmaceutical and bio-pharmaceutical sector, including technology in healthcare and (bio-)pharmacy, information and communication technologies and telecommunications, sustainable tourism, food production and processing, as well as the wood processing industry.
To this end, cooperation between the Government of the Republic of Slovenia and UNIDO will include, inter alia, the following activities:
– Establishment of technology parks, innovation hubs and clusters for the development of modern high-tech solutions and technology upgrading;
– Development and application of technologies for smart cities and communities, as well as public institutions;
– Development and application of nanotechnologies and bionics;
– Development and use of artificial and virtual intelligence, as well as robotics;
– Development and application of blockchain technology;
– Application of biotechnological processes in industry;
– Development of smart manufacturing and smart factories;
– Development and use of passive electronic components, optical connectors and power systems, as well as printed circuit boards and electro-ceramics;
– Design and implementation of training programmes for technology transfer operations;
– Research and development of technologies for climate regulation, mitigation of negative impacts and adaptation.
3. Circular economy and environmental protection in industry
The Government of the Republic of Slovenia and UNIDO acknowledge that the linear economic model of “take-make-use-discard” is no longer working for the benefit of people and the planet. It is critically important to improve resource efficiency and waste management by applying the principles of circular economy and closing the loop to achieve the targets of the Paris Agreement and the SDGs related to climate change, biodiversity and ecosystem services, including from water resources and other environmental assets.
The Signatories will join forces to promote the practices of circularity and resource-efficient and cleaner production through capacity-building and the transfer of knowledge and technology.
To this end, cooperation between the Government of the Republic of Slovenia and UNIDO will include, inter alia, the following activities:
– Promotion of the adoption of environmentally sound and resource-efficient technologies and processes, including in metal processing;
– Provision of support for the recycling of plastics;
– Promotion of new technologies for air, water and soil protection;
– Provision of cost-effective ways for reducing environmental pollution, including from persistent organic pollutants and toxic substances;
– Circular industrial product development;
– Design and implementation of training programmes for circular economy, transfer of environmentally sound technologies, safe management of hazardous chemicals, green chemistry, nature-based solutions for industrial wastewater treatment (when suitable), transformation of industrial parks to eco-industrial parks;
– Advancement of biomass technologies.
4. Clean energy and energy efficiency
The Government of the Republic of Slovenia and UNIDO recognize the relevance of the efficient use of energy and clean technologies for productive use to foster inclusive and sustainable industrial development in line with the climate goals set in the Paris Agreement. The Signatories will join forces in promoting know-how and technologies to deploy access to clean energy, reduce industry-related emissions and foster energy security.
To this end, cooperation between the Government of the Republic of Slovenia and UNIDO will include, inter alia, the following activities:
– Promotion of energy efficiency in small and medium-sized enterprises (SMEs) and their technological solutions;
– Development of green, clean and renewable energy with an emphasis on ecology and environmental protection;
– Promotion of the construction of small hydropower plants;
– Promotion of technologies and methods for energy-efficient metal processing.
The partnership between the Government of the Republic of Slovenia and UNIDO is of a global nature and, therefore, potentially open for the provision of technical cooperation across the globe. In view of the emerging needs in the global development landscape, the following three regions have been initially prioritized for enhanced cooperation:
– Western Balkans;
– European Neighbourhood;
– Sub-Saharan Africa.
There might be exceptions should the Signatories agree. While the joint development support of the Government of the Republic of Slovenia and UNIDO can be provided on both country and regional scales, a special emphasis shall be placed on the least developed countries with due consideration, among others, to the levels of development, stability and security.
MODALITIES OF COOPERATION
The legal framework of cooperation between the Government of the Republic of Slovenia and UNIDO is stipulated in the Agreement on Cooperation between the Government of the Republic of Slovenia and the United Nations Industrial Development Organization and an Administrative Arrangement with Regard to Special Purpose Contributions to the Industrial Development Fund of 22 June 2005 (hereinafter the “Agreement”).
On the working level, cooperation is coordinated by the Ministry responsible for the economy from the side of the Government of the Republic of Slovenia and the Regional Coordination Division for Europe and Central Asia from the UNIDO side.
The Government of the Republic of Slovenia and UNIDO established a conducive practice of annual bilateral consultations aimed at taking stock of ongoing and planned cooperation activities, jointly planning the way forward and coordinating the work streams among diverse counterparts. Although technical in nature, these annual consultations provide a solid platform for the regular exchange of relevant information and the development of a shared strategic vision. This useful practice will be further preserved, while additional thematic consultations will be organized on an ad-hoc basis.
The Signatories welcome the engagement of other partner institutions in enhanced collaborative settings, whenever deemed necessary, including, but not limited to government entities, the private sector, academia and civil society.
In line with the above-stated shared commitment, the Government of the Republic of Slovenia and UNIDO stand ready to further strengthen the partnership and join forces in accelerating development progress in the Decade of Action towards the 2030 Agenda for Sustainable Development with a focus on inclusive and sustainable industrial development.
This Roadmap for Cooperation may be amended at any time by the mutual written consent of the Signatories.
This Roadmap for Cooperation becomes effective on the sixtieth day after its signature. It remains valid as long as the Agreement is in force, unless the Signatories agree otherwise.
