POVZETEK
V novem veku so postale človekove pravice posebna družbena vrednota. Institucionalizacija temeljnih pravic in njihovo udejanjanje pomenita vsebinsko merilo pravne države v določeni državi. Zato so danes omenjene pravice sestavni del družbene zavesti večine ljudstev evropskih in ameriških držav. To še posebej drži za vse tri naravne človekove pravice: do življenja, svobode in lastnine. Javnomnenjske ankete v evropskih državah kažejo na precej enotno dojemanje lastninske pravice in njenih učinkov. Na to vpliva delovanje socialne države v klasičnih evropskih demokracijah in egalitarno dojemanje anketirancev iz nekdanjih socialističnih držav v Evropi. V slovenskem javnem mnenju izstopa kot posebno pomembna družbena vrednota lastninska pravica na zemlji. Ob tem ima večina anketiranih lastninsko pravico za temelj osebne neodvisnosti in svobode.
SUMMARY
In the modern era human rights have become a particular social value. Institutionalising of fundamental rights and their execution present the criterion of substance of the rule of law in a certain country. Therefore nowadays the said rights are an integral part of social awareness of most people in European and American states. This is particularly true of all three natural human rights: to life, freedom and property. Public opinion poll investigations in European country show a fairly unified vision of property rights and its effects. It is influenced by the action of social state in classical European democracies and the egalitarian presentation of the respondents in the former European socialist states. As a particularly important social value in the Slovenian public opinion the right of property on land sticks out. Otherwise most of the interviewed persons consider property rights as the basis of human independence and freedom. The exercise of the rights to life and freedom is connected with the low confidence of the public in the judicial institutions.
