The decision of the Portuguese Government that the Republic of Slovenia and the Portuguese Republic establish diplomatic relations at ambassadorial level, with effect as from 3 February 1992, was received in Slovenia with great pleasure.

I am sure that, by this act, new opportunities for the enhancement of relations between our two states will arise and result in fruitful further cooperation both in economic and political field, as well as in the cultural, scientific and other domains. Allow me to avail myself of this special opportunity, Mr. João de Deus Pinheiro, to express to you personally and to the people of Portugal my best wishes for happiness and well-being.

According to the guidelines adopted by the member states of the European Community on December 16, I am very pleased to inform Your Excellency, that Portuguese Government decided to establish diplomatic relations at Ambassador level with the Republic of Slovenia, with effect as from February 3, 1992.

I avail myself of this historic opportunity to express my own feelings of goodwill to strenghten the relations between our countries and I would like to convey to Your Excellency my best wishes for your personal happiness and to the prosperity of the Slovenia Nation.
