Senhor Ministro,

É com grande satisfacáo que aproveito esta oportunidade para felicitar Vossa Excelencia pela conclusao do processo de independencia da República da Eslovénia e por sua admissao na Organiza?ao das Nacóes Unidas.

Neste momento histórico, em que rápidas e profundas transformacoes recomendam a busca de iniciativas em prol do melhor entendimento entre as nacoes, tenho a honra de manifestar a Vossa Excelencia a disposicao do Governo brasileiro no sentido de estabelecer reiacóes diplomáticas com a Eslovénia e explorar todas as possibi-lidades de cooperacao entre os dois países, em beneficio de nossos povos e do fortalecimento da paz e da seguranza internacionais.

Caso ó Governo da Eslovénia esteja dé acordó, proponho que a presente Nota e a Nota de resposta de Vossa Excelencia constituam um Acordó entre o Brasil e a Eslovénia, a entrar em vigor nesta data, pelo qual ficarao estabelecidas relacóes diplomáticas entre nossos países.

Aproveito a oportunidade para renovar a Vossa Excelencia os protestos da minha alta considaracao.

Your Excellency,

I have the honour to confirm the receipt of Your Excellency's "letter, dated on 21 December 1992, which reads as follows:

»Mr. Minister,

It is with great satisfaction that I avail myself of this opportunity to congratulate Your Excellency on the outcome of the process of independence of Slovenia and its adission in the United Nations Organization.

In this Historical moment, in which fast and profound transformations recommend the search of initiatives in favour of the better understanding among nations, 1 have the honour to express to Your Excellency the Brazilian Government's willingness to establish diplomatic relations with Slovenia and to explore all possibilities of cooperation between the two countries for the benefit of our peoples and for the strengthening of international peace and security.

If the Government of Slovenia consents to these terms, I propose that the present note and Your Excellency's reply constitute and agreement between Brazil and Slovenia to be enforced on this date, by which diplomatic relations between our countries shall be formalized.

Your Excellency, it is my pleasure to express my Government's full agreement with the establishment of diplomatic relations between the Republic of Slovenia and the Federative Republic of Brazil to become effective as from 21 December 1992.

I avail myself of this opportunity to renew to Your Excellency the assurances of my highest consideration.
